Why do we need IPCMC to be in place?

With the latest case of police brutality has been exposed. It has already caused another death as the result of police torture. It is simple that the police top brass would respond to such cases. They would just say the force would conduct its own internal investigation, domestic inquiry, or the policemen involved would be suspended awaiting further investigation.

After all these efforts - internal investigation, domestic inquiries, suspension of the police personnel, what we got today? It is still happening. The police brutality and torturing are still happening. The number of death in the police custody are still happening. It has not stop, but instead it has been continuing much like a fanfare within the police force itself. It has already became a routine and a must-do job within the police force today.

What are the improvement plans, counter-measures, productive measures or whatever they could name? Yes, they listed down hundreds of them. So does those under the Government Transformation Programme (GTP) which was initiated by the prime minister and Umno president Najib Razak not long ago.

But, where are all those results? The police gave us a statistics showing that the crime rates has gone down, but on the very next day, about thousands of police reports were made pertaining to break in, thefts, snatch thief, robberies, kidnapping and so on. Do you call this downing in crime rates?

Worst case, the additional patrol cars and police motorcycles put on the road and the streets. We saw them in newspapers and got the people's feedbacks saying these efforts are good and that are good and so on. In the end, we saw many policemen parked their patrol cars and motorcycles at the sea side most of the time taking a very, very "long break" from their days job. Yes, a very, very long break indeed.

And now, all those death in police custodies, death of alleged "suspects" while under probe. What the police say? They just died of "heart attack". That's it? They just died because of a "fall" in the cell. So simple as that. Do the police expect us to believe whatever they claim or allege? Where are the transparencies? Are they any independent party verifying the situation and the cases?

The answer is no. Whatever the police are doing inside there, there are no transparency at all. No verifications from the independent party (with public interest) at all on whatever the police are doing. The home minister would just say that whatever the police are doing are of national security and have to be in confidential.

In things that involve public interests, confidentiality do have its limitation and that is the facts that they should accept it instead of hiding behind the "confidentiality" or "national security" all the time. Is corruption in the force confidential? Is power abuse within the force confidential? Is questioning the police force would harm the national security in this country?

The recent death while in police custody or under "suspect" category (if they decided to name it "witness") is not one or two as of today, it has far outnumbered and surpassed the figure number one hundred today. The situation has became critical today.

Therefore, the need to establish the Independent Police Complaints and Misconduct Commission (IPCMC) has been proven not recent but ever since the Royal Commission of Inquiry on the Police Force has came out with all those facts and figures. IPCMC must be established as soon as possible in order to address the situation which had in fact ran out of control.

There are need for a political will to push for the IPCMC to come into picture as soon as possible. If the present BN government is too reluctant to do it, then the people should let the new administration to carry out the people's demand before the entire police force run out of control and turn into a some sort of Nazi-version of Gestapo or SS crack troops that would further damage the security and public order in this country.
